Experience

Yueh-Chu Pan has nearly 20 years of experience advising and representing EPC contractors, government entities, and private companies in complex construction and project-related disputes. Her practice focuses on petrochemical, LNG, power, and infrastructure projects, where she handles dispute resolution, claims management, and contract advisory work.

She has extensive experience in construction payment and defect disputes, including major petrochemical and LNG projects. Her work includes representing contractors in mediation proceedings, securing favorable outcomes in equipment defect disputes, and advising on the development of LNG receiving terminals, gasification facilities, and refinery reconstruction projects.

She is also experienced in arbitration and advisory matters in the energy, environmental, and waste treatment sectors. She has represented a BOT contractor in arbitration against a government authority and advised leading research institutions and operators on procurement disputes and operational service agreements for waste treatment facilities. In the infrastructure sector, she regularly handles claims involving valuation, design changes, delay, and prolongation costs, and has led claims strategy for major MRT and public construction projects.

Prior to this, Ms. Pan practiced at Formosan Brothers, Attorneys-at-Law, where she represented architects, contractors, and corporations in construction and commercial disputes. Her experience also includes cross-border contract drafting and representing foreign clients in Taiwan litigation.

Yueh-Chu Pan is known for her pragmatic and results-oriented approach to complex project disputes, with a strong ability to navigate multifaceted legal and technical issues. She brings clarity to challenging situations and is adept at coordinating across stakeholders to achieve effective and workable outcomes in demanding project environments.

Tzu-Ching Lin is International Attorney at Wiss & Partners LLP based in Taipei, where he focuses his practice on construction law, strategic contract management, cross-border business transactions, and international arbitration. He advises EPC contractors, sponsors, and public entities engaged in large-scale infrastructure and cross-border projects, providing proactive legal counsel and guiding them through complex procurement regimes and contractual frameworks. His work centers on resolving high-stakes disputes, managing claims, and ensuring effective risk allocation across both government and private sector projects.

He is currently representing a client in an ICC arbitration seated in Singapore, involving a dispute over satellite technical service fees and complex cross-border defense procurement issues. His role spans the full lifecycle of the arbitration, including pleadings, procedural strategy, evidence management, and hearing advocacy. In addition, he has experience advising on political risk insurance claims and indirect expropriation issues arising from government actions, as well as drafting project-critical instruments such as completion guarantees to align contractual risk allocation with project finance requirements.

He previously served as a Consultant Member of the Government Procurement Complaint Review Board under the Public Construction Commission, Executive Yuan in Taiwan, where he participated in mediations and procurement complaint resolutions under the Government Procurement Act and construction law, and assisted in formulating settlement recommendations.

Prior to joining Wiss & Partners LLP, he practiced at Liang & Partners, where he represented clients in complex construction and infrastructure disputes. His experience includes handling large-scale infrastructure claims involving delay, variation, and contract termination issues. He has also supported cross-border matters involving international trade, investment, and environmental law, and worked with multinational clients in dispute resolution and regulatory advisory contexts.

Tzu-Ching Lin is recognized for his commercially driven and strategic approach to complex disputes, combining technical understanding of construction and procurement frameworks with practical, results-oriented solutions in high-stakes, cross-border project environments.
