Experience

Yueh-Chu Pan has nearly 20 years of experience advising and representing EPC contractors, government entities, and private companies in complex construction and infrastructure disputes. Her practice spans petrochemical, LNG, power, and other major industrial projects, with a particular focus on dispute resolution, claims strategy, and contract advisory.

She serves as a Consultant Member of the Government Procurement Complaint Review Board under Taiwan's Public Construction Commission, Executive Yuan, where she participates in procurement complaint proceedings and mediations under the Government Procurement Act and construction law, while also contributing to the formulation of settlement recommendations.

Her practice includes a broad range of construction payment, defect, and delay disputes arising from major petrochemical and LNG developments. She has successfully represented contractors in mediation proceedings, secured favorable outcomes in equipment defect disputes, and advised on the development of LNG receiving terminals, gasification facilities, and refinery reconstruction projects.

Ms. Pan also has significant experience handling arbitration and advisory matters in the energy, environmental, and waste treatment sectors. Her work includes acting for a BOT contractor in arbitration against a government authority, as well as advising leading research institutions and project operators on procurement disputes and operational service agreements for waste treatment facilities. In the infrastructure sector, she regularly advises on claims involving valuation, design changes, delays, and prolongation costs, and has developed claims strategies for major MRT and public construction projects.

Earlier in her career, Ms. Pan practiced at Formosan Brothers, Attorneys-at-Law, where she represented architects, contractors, and corporations in construction and commercial disputes. She has also advised on cross-border commercial contracts and represented international clients in litigation before Taiwanese courts.

Yueh-Chu Pan is recognized for her practical, strategic, and results-driven approach to complex project disputes. Combining legal and technical insight, she works closely with clients and project stakeholders to develop commercially effective solutions while navigating the challenges of large-scale infrastructure and energy projects.
